Minutes April 2026

Earlville Library District Board Meeting Minutes

6:00 PM Tuesday, April 21, 2026

On April 21, 2026, the meeting of the Earlville Library District Board was called to order by President Ann Hecathorn at 6:00 p.m. at the library.

Present for the meeting were board members: Ann Hecathorn, Mary Bender, Stephanie Eller, Ben Hoffman, Matt Johnson, Skip Nanzer, and Janice Wolff. Also present was Director Paige Frechmann.

Review of agenda: No additions or changes were made to the agenda.

Public participation: No public participation occurred.

Review of minutes from previous meeting: Skip Nanzer motioned to accept the minutes from the March 2026 meeting, Janice Wolff seconded the motion, and the motion passed with a unanimous voice vote.

Financial report: Paige noted that the previous ComEd issue may have resolved itself.  She also suggested and the board agreed that plans should be made in the budget for a possible replacement of the air conditioning unit in the near future. Mary Bender motioned to accept the financial report; Ben Hoffman seconded the motion. The motion passed with a unanimous roll-call vote.

Library director’s report: Paige shared that circulation of materials has increased, and the eBook statistics should now accurately reflect usage. The library’s “Read with SomeBunny” program was successful and kids enjoyed taking stuffed bunnies home to read with them. The seed library is being utilized, with the library road trip bringing in additional people who are excited to take seeds as well. Our library has seen upward of 20 visitors from the library road trip so far. With regards to the increased insurance cost, Paige will raise this issue closer to the time when the policy is scheduled to be renewed in the fall.

New business: The board had its six-month cycle note to review minutes from closed sessions; however, there were no closed sessions in the past six months, so there was nothing to review.

Unfinished business: Anthony Finnell has been notified that the library will use his services to repair the windows, and will wait until his schedule and the weather allow for the work to take place. The basement water damage repairs were completed, with the discovery of some unique construction choices behind the wall – see the photos on the next page! Even with recent rain, the repairs seem promising so far!

Photo of basement repair work in progress inside a building. A section of lower wall drywall has been removed, exposing metal wall supports and the concrete foundation behind it. Fresh concrete has been poured along the base of the wall where the floor meets the foundation, likely for waterproofing or structural repair. Part of the old flooring has been removed, and construction materials and exposed edges are visible around the work area.

Freshly poured concrete lines the edge of the floor along the wall and doorway, with sections of old flooring removed nearby. Plastic sheeting and construction debris indicate active waterproofing or foundation repair work in progress.

The donations received by the library will be applied to new Dungeons & Dragons campaigns for teens and adults which will begin this summer. Matt cleared the old foliage from the library’s landscaping, and will continue to check and weed as needed. There are no new updates on the Illinois Public Library Standards checklist.
